모든 localhost API 엔드포인트를 Gateway URL로 변경

- 모든 API 클라이언트에서 localhost 참조 제거
- Gateway URL 하드코딩: http://kt-event-marketing-api.20.214.196.128.nip.io
- 프로덕션/개발 환경 구분 제거
- 런타임 설정 로직 제거
- Dockerfile 및 배포 설정 추가
